Can I ask you for one assurance, one guarantee at least, that when your proposals finally come before us, you will not allow the sale of quotas across national borders? It has never been allowed before, and it would certainly mean the end of the Irish sugar industry. Secondly, in formulating these proposals, have you also looked at the use of alternative industry or energy, particularly with respect to the use of sugar beet in biofuels/bioenergy?
