"Mr President, I shall confine myself to a few thoughts on Mr Di Pietro's report, which I fully support. The rapporteur's report contains positive elements because, on the one hand, it specifies the dates and, on the other hand, it highlights the need to speed up procedure, in the event of urgent cases, to 48 hours. However, the Commissioner's attention should be drawn to the fact that the issues addressed in the reports by both Mr Di Pietro and Mr Costa may be a step in the right direction but they cannot be seen as a daring step. I believe, for example, that the application of the principle of mutual recognition in the field of criminal convictions must be an immediate priority. Also, the terms 'conviction' and 'criminal record' need to be clearly defined and the terms 'offence' and 'punishment' need to be harmonized. I truly believe that the integration of the European Union cannot come about if we do not proceed rapidly to unify rules relating to justice. However, the Commissioner's intervention today did not convince me that the Commission will proceed at such a rapid pace in this direction and that is a pity."@en1
