"Mr President, as an observer of the Palestinian elections, I was privileged to witness the peaceful and democratic transfer of power, which confounded most of the pundits, in relation to the change arising from the death of Arafat.
Following those elections, urgent steps need to be taken in preparation for the legislative elections – there is a need for a strong observer team from Europe for those elections. There needs to be a clean, single voters’ register, voter education and funding transparency. But, most of all, there is an urgent need for reform of the legislative process, which will guarantee proportional representation in the Legislative Council. That is necessary to ensure that all sections of Palestinian society buy into the necessary compromises that a peace process will inevitably demand.
Europe and the USA must be joint partners for peace in the region. It is important that, as guarantors, they work to a common agenda. There can be no progress unless we operate on that basis. Europe needs to raise its political profile in the region to a greater extent than has been done so far.
Finally, Prime Minister Sharon needs to assist – not punish – President Abbas, when violence occurs over which he has no control. If he allows every bomb that explodes to block the peace process he is handing the future of Israel over …"@en1
