"Mr President, ladies and gentlemen, I thank the President of the Commission for the report he has presented to this House, which augurs well for the coming months and years. I have picked out a few key points from his speech – which was obviously very general in nature – on which I believe we should focus our attention and our energies. In the first place, I think it is clear to everyone that the challenges that Europe has set itself – which we have taken up and will continue to take up – are to a great extent, although not explicitly, contained in the Lisbon project. Nonetheless, we are aware that this week and in the coming months we are dealing with an issue – the Financial Perspective for 2007-2013 – on which everything else depends. I share your opinion that one cannot have ‘more Europe with less money’. I would also add that one cannot implement the Lisbon strategy without money and one cannot make progress with a cohesion policy, which all the countries are calling for, without having the necessary resources available. I believe cohesion is essential for us, and I would also like to include here the subject of women, a topic which I would always ask you to bear in mind, as it is a factor for strength and innovation which you may find it useful to take forward. I also share the opinion that agreement on the Financial Perspective cannot come at any price. Bold choices will also probably be needed to achieve our objectives, and I call on you to take action in that respect. I therefore propose reopening the debate on agricultural funding, on the need to press ahead with the policy on services, and also on the REACH programme, about which all the Member States have reservations and which it would therefore be appropriate to review."@en1
