". The policy of Community cooperation must favour economic and social growth in developing countries, and the gradual integration of those countries into the world’s economy. One must bear in mind that the countries in need of help must be subject to close scrutiny, in terms both of enhancing the processes towards democratic consolidation, and of progress in respecting human rights. The economic growth of developing countries must be people-focused. This is the only way in which we can make sure that their economies will grow and that their external debt requirements can be reduced, and in which we can make sure that they are meeting their obligations. We welcome the New Partnership for Africa’s Development and the measures announced at the G8 Summit, which, quite apart from constituting considerable efforts towards economic progress in developing countries, are intended to promote and consolidate democracy, good economic management, peace and security in those countries. Within these constraints, I feel that the process of public debt relief must be speeded up and stepped up, thereby enabling developing countries to allocate resources to basic services and, in so doing, to achieve the millennium development goals."@en1
