". I congratulate Mr Nicholson on his excellent work on the recommendation concerning the extension of the duration of the PEACE programme. The PEACE programme, which was started in 1995, is aimed at fostering peace and reconciliation in Northern Ireland and in border areas of the Republic of Ireland. Following the success of the PEACE I programme, the Berlin European Council of 1999 decided to extend the programme for a further five years, in order to provide continuity to the projects that had been set up. I endorse the rapporteur’s position that in this region of Europe, which has endured over 30 years of violence, all energies should be channelled into making it possible to maintain social inclusion, economic development and employment, urban and rural regeneration and cross-border cooperation. It is therefore essential to extend the implementation of the PEACE programme by two years, until the end of 2006, coinciding with the programming period for the Structural Funds and with a proposal to extend the annual Community contribution to the International Fund for Ireland for the same period. The wider aim, therefore, is to align the measures financed by these two instruments with interventions carried out in the region under EU cohesion policy."@en1
