Mr President, ladies and gentlemen, in my opinion as rapporteur, and in the opinion of the Committee on Civil Liberties, Justice and Home Affairs, there is no problem with the legal basis. There is, however, a political question, which is simply this: is Parliament in a position to notify the Council of its opinion on this subject? As far as we are concerned, what Parliament should say to the Council today is that, whilst we are in favour of strengthening passport and travel document security, we are also in favour of retaining strict clauses aimed at protecting personal data. This is what is in the report adopted in the Committee on Civil Liberties, Justice and Home Affairs and this is also what I call on all Members of this House to adopt today."@en1
