"Today, the European Parliament has adopted a report on the European Union’s Code of Conduct on Arms Exports.
I voted in favour of the report as a whole. That the Code of Conduct on Arms Exports should be binding and that the Council and the Member States are being urged to maintain the arms embargo against China are important signals in the report.
The report also deals with the introduction of a special tax on arms exports. The principle behind such a tax, the income from which is intended to benefit victims of armed conflicts and the combating of poverty in general is laudable. In order to be effective, such a tax should, however, be levied at global, rather than European, level. Moreover, a tax on arms exports should be seen in the context of other possible global taxes. Nor has it been made clear how the taxation system would work in practice. I have therefore chosen today to abstain from voting on the specific issue of a tax on arms exports."@en1
