". I have voted in favour because I believe that the European Union must continue and step up its efforts to promote democracy as a crucial strand of its development policy. Promoting genuinely democratic governance, at local, regional and national level is an unequivocally important factor, which can never be overemphasised and without which we will not see the desired harmonisation of public administrations. For this reason I would highlight the absolute need for the greater involvement of civil society, which will enable us to undertake ongoing electoral and parliamentary reforms, in order to ensure that political activity is broader-based and more effective. In this regard, I support the rapporteur’s statement on the need to end impunity, which will only happen if independent judicial systems are established or strengthened and civil and political freedoms are fully respected. Without prejudice to the greater or lesser ability of individual States, I would lastly endorse the idea that refusals to provide assistance must be limited to cases in which governments ignore or are responsible for ongoing breaches of the basic universal rights of men, women and children. This, must not, of course, preclude pursuing dialogue and providing humanitarian assistance or food aid."@en1
