". The question of biological and chemical agent attacks against EU Member States has been the subject of debate, particularly since the terrorist attacks of 11 September. A joint programme has been adopted, which is intended to improve cooperation between Member States in the areas of evaluating chemical risks, alerts, intervention, the storage of means of intervention and in the field of research. We must, however, be realistic and rational with regard to the measures that we decide to take were we to be faced with the threat of this type of attack. I feel that the adoption of budgetary and legal initiatives must be based on a clear risk analysis demonstrating a genuine probability of terrorist attacks in the EU. Consequently, I support the recommendation that a realistic analysis should be carried out of the threat posed, which will form the basis of an EU response. This will make use of European cooperation between national police forces involving Europol and take into consideration the results of cooperation between intelligence services in the fight against terrorism."@en1
