"Mr President, ladies and gentlemen, I support all those who believe, as I do, that services of general interest are, first and foremost, committed to the common good. We understand a European social model to mean that the public must be guaranteed these services, and that is why they are not primarily a political task for the Commission, but a matter for local and regional authorities. The task of the Commission is to ensure that such services are facilitated and secured in local communities; it must defend services of general interest in the GATS negotiations, where it must ensure that local communities have room to manoeuvre, so that the public may be guaranteed these services in the interests of social justice, solidarity and territorial cohesion. It is for the Commission to set up the framework in such a way that services of general interest are protected."@en1
