Greater transport safety, in light of the very high number of fatalities every year, has been one of the European Union’s priorities, and has led to various European Parliament reports and to a White Paper. I believe that by extending the obligatory use of seatbelts, the Commission proposal, which the rapporteur also endorses, contributes to greater passenger safety and I therefore supported this report. We are talking, in particular, about minibuses, coaches and light, medium and heavy-duty trucks. This measure does nothing more than minimise the effects of road accidents, however, and I recommend that investment be made in other, genuinely preventive, measures, as a more effective way of reducing the mortality rate on roads, by reducing the number of accidents. I propose, for example, that we give a powerful commitment to school and civic education, to promoting a culture of responsibility and respect, to improving roads and motorways, which are becoming increasingly congested, and to technological improvements to cars and to all vehicles. Another suggestion, which I have advocated for a long time, is to invest in developing the rail sector, which is an undoubtedly safer form of transport than road transport and which could provide a truly sustainable alternative to a road sector which is increasingly saturated."@en1
