Mr President, it is unacceptable that the Commission has two opportunities to speak and the rapporteur only one. However, it must be said that despite all the rigmarole of what the Commission would or would not agree to, the fact emerges that the Commission is not prepared to budge at all on the question of batch control. I take it that is the Commission's position. As far as the fundamentals of this report are concerned, the Commission has not moved an inch. That is what we will have to consider when we vote tomorrow."@en1
