". – It follows clearly from the previous response that we see the United Nations and the World Bank as our main partners in delivering assistance to and also for reconstructing Iraq. We are not working hand in hand with the occupying power. The transitional authority is there and it also has responsibilities for security, law and order and so on. This authority, therefore, is part of the background within which everyone in Iraq must work.
