I thank the honourable Member for his questions. He referred to US legislation and to the mandatory obligation to apply rules like those in the highway code. I have just two comments.
First, I am sure that the Council and the Commission are evaluating similar legislation in other countries, so that they can decide what is best and what should be encouraged at international level.
In reply to your second question, as I said earlier, the European Union cannot solve this problem alone. We live in an age of interdependence; the environment, like trade, knows no borders and the job of the European Union is not just to examine its own legislation; it needs to do something to promote its legislation at international level, so that rules can be introduced which allow for environmental protection and healthy competition between the various regions and countries of the world."@en1
