I abstained from voting on this report on the Commission report on the Internal Market Strategy. A fully operational internal market for goods and services is an integral part of the Lisbon objectives for economic reform. I therefore agree with the rapporteur when he states that a fully operational internal market for services will increase consumers’ options and will enable them to benefit from services provided in other Member States. I disagree, however, with the pressure the rapporteur puts on Member States to limit to the very minimum the use of safeguard clauses, and even urging the Commission to provide for the establishment of adequate guarantees that it will draw up safeguard clauses and oversee them. Furthermore, the rapporteur even claims that the use of safeguard clauses by Member States is likely to damage the uniformity of Community legislation. Member States’ sovereignty must be respected when considering the need to establish or improve safeguard mechanisms in certain areas of their economies. Otherwise, things will be totally regulated by the Community, which would damage the principles of subsidiarity and proportionality."@en1
