"Madam President, yesterday, the Committee on Citizens’ Freedoms and Rights, Justice and Home Affairs, of which I am chairman, did indeed hold an extraordinary meeting to deal with this matter and it was agreed to refuse urgent procedure, and for two basic reasons: firstly, because the urgent procedure is not authorised to be applied on one day for the next; in the meeting, neither the Commission nor the Council presented good enough arguments; and, secondly, because I believe we must demand of the Council that it justify urgent procedure and, also, not to treat Parliament as a mere formality, even though it has to be said that, in this case, the content of the proposal also reflects the opinion of Parliament. In any case, this matter will be dealt with next Monday in our committee’s ordinary session."@en1
