"Mr President, ladies and gentlemen, on behalf of the Group of the Party of European Socialists, I would like to move a point of order pursuant to Rule 144 of the Rules of Procedure. The motion is to refer this text back to committee. We believe that the Beysen report cannot legitimately be adopted until the questions that were raised by the Executive Committee in the Green Paper on Consumer Protection have been resolved. These questions are: should we harmonise European consumer law using a framework directive or using specific provisions of the type used in the proposal for a regulation on sales promotions?"@en1
