Madam President, I will speak very briefly. I am sorry to have arrived late for this debate, but certain presidency obligations in relation to ministerial enlargement conferences have detained me until very recently. I do not wish to miss this opportunity to express the Spanish Presidency’s feelings about this achievement in relation to the European Parliament’s electoral procedure. We have worked hard to achieve it and of course nothing would have been possible without the cooperation and the excellent work of the rapporteur, Mr Gil Robles, and the Committee on Constitutional Affairs.
I believe we are dealing with an historic agreement. Let us consider that Parliament is deciding on a text which dates from 1976. I believe this is a very important step forward. The Presidency is pleased, because this is a strengthening, a further step – as Mr Carnero said – in the strengthening of the role of the European Parliament as a true representative of the people of Europe. I believe we should all be pleased and the Spanish Presidency wishes to join in with this important occasion for Parliament and congratulate it and the rapporteur, as well as the Committee on Constitutional Affairs."@en1
