The Council is concerned about the recent tensions between India and Pakistan, especially in view of the extent of their military build-up and the nuclear capability of both countries. It hopes that, as a result of the firm measures taken by Pakistan against the terrorist groups that are based in its territory and operate in India, both countries will be able to resume bilateral talks in the spirit of the Shimla Agreement and the Lahore Declaration. The Council also hopes that these talks will cover all subjects of interest to both parties, including the question of Jammu and Kashmir. The Council is prepared to assist in the talks, but only if the parties consider it would be useful."@en1
