"Mr President, this is the third report we have voted on concerning the opening-up and regulation of European television. Allow me to refer to it thus, even if European television does not exist yet, but it is on its way. I should like to underline my vote in favour with a strong, loud call for the elderly and pensioners in Europe to be granted free access to television channels, both public and private, without having to pay anything if they are not well-off, because television is a form of culture, education and also company for the elderly. Since this document by Mrs Niebler also regulates concessions and means of access to television broadcasting, this could well be made conditional on the opening-up of free programmes for pensioners."@en1
