From what we know of the performance of the Prime Ministers and Presidents at Biarritz on the trickiest questions of Treaty reform, the Charter will probably become the greatest trophy at Nice. So why is the French Presidency trying to suppress the question of the installation of the Charter within the Treaty? President Chirac, with his usual capacity for surprise, said in his press statement that the Charter’s legal status would be a question for the Swedish Presidency. What does that mean? What on earth is Sweden supposed to achieve that France cannot? Surely it is for the European Council at Nice to consider whether the Charter should be inserted inside the Treaty. That is what the IGC is for. I would urge the French Presidency quickly to reassess its position on that central point."@en1
