". – Research shows that the creation of the single currency entails significant overall economic benefits. That is why the introduction of the euro should be seen as an investment rather than a cost for the economic operators involved.
Research on the potential changeover costs for individual undertakings would only provide a partial view and could be misleading.
As regards compensation, the Member States and the Commission take the view that the public authorities and the private economic operators will each bear the costs of the changeover in their respective fields. The Commission believes that all undertakings will be able to prepare themselves in time for the final changeover to the euro, including the adaptation of their computer systems and software. However, the present state of preparation is a matter for concern. Indeed many SMEs are still not fully aware of the implications of the changeover for their businesses, particularly as regards the legal tax and accounting rules and their software. The Commission and Member States are currently stepping up their efforts to provide information to remedy this situation."@en1
