"Mr President, now that all the honourable members’ wishes have been voiced, I feel we must resolve to make urgent changes to the way in which the implementation of the MEDA programmes is organised. In particular, not only is there a need for transparency and streamlining, there is also a need for efficiency. This requires ongoing dialogue with the regions that are lagging behind. These regions must be able to prosper on the basis of their own potential. That is why it is so important to have local sub-offices that can pursue this dialogue with universities, NGOs and local authorities. That is preferable to having expensive technical assistance offices, and is also preferable to the divide and rule policy of the governments, who often put their own interests first, whereas we regard MEDA as an instrument for peace and democratisation and not just for economic well-being."@en1
