"Mr President, despite Commissioner Barnier's highly specific and detailed reply and the acknowledgement of the shortcomings of Greek public administration, an acknowledgement which is a common ground and which everyone accepts, including the government, there is another problem: decentralised local authorities administer these funds and it is hard for the central public administration to intervene, resulting in inaction and wastage or in funds being used for the wrong purpose. Is Mr Barnier aware of this problem? What can he do in this direction? Of course he would need to make representations mainly to the government and focus his efforts on the extent to which the government is able to influence regional local authorities."@en1
