Once again, the Council is of the opinion that the successful conclusion of the conference on the creation of an International Criminal Court would be a significant historical achievement in terms of making the world a safer and more just place. How can we even consider adopting a harder line at the same time, given that we cannot encroach on the sovereignty of States as regards the ratification of Treaties?
I should also like to point out that France, for example, has also ratified this Treaty, which it strongly supports and a few months ago I accompanied the French President on a visit to The Hague during which we paid a visit to the International Criminal Court for the former Yugoslavia. This demonstrates to what extent we are committed to this matter, however our only weapon is our ability to urge them to cooperate."@en1
