lpv:translated text	"The external debt of the developing countries poses a major challenge. The 50 poorest countries spend twice as much servicing their debt as they receive in aid. The UNCTAD report on sub-Saharan Africa shows that African countries have not received any benefit from structural adjustment programmes for over ten years. The proposal is very restrictive and is limited to the poorest, highly indebted countries. It imposes far too many conditions on the countries requiring debt relief. I regret any conditions which are imposed, particularly any link between debt relief and the application of structural adjustment measures. This is why I have abstained from the vote on the motion for a resolution. I am in favour of very substantial debt relief for all the countries concerned and debt cancellation for the poorest ones."@en1
