"Mr President, for the sake of clarity I would like to mention firstly that humanitarian aid is sent to the Serbian people via the European Commission’s ECHO programme. EUR 62 million was set aside for humanitarian aid projects for Serbia in 1999 alone. In addition, ECHO is at present considering granting EUR 20 million in aid for heating in special institutions such as children’s homes and homes for the elderly. Furthermore, the Council has made a decision to send heating oil for the winter under the Energy for Democracy programme. The cities of Niš and Pirot in Serbia are involved in trial projects, and they were the first to take delivery of the consignments of oil. The Council has also reconfirmed its readiness to consider including other cities in the initiative."@en1
