"As the honourable Member will know, there are a number of projects in the Stability Pact which have been identified for substantial investment in the next few years.
The honourable Member is perfectly correct to say that infrastructure – both repairing damaged infrastructure and providing new infrastructure – is going to be crucial to the economic regeneration of the region. But I should add this: however much one invests in the infrastructure – and we will be looking at specific pledges at the donors' conference early in the new year – however much one spends on infrastructure, what is crucial is to encourage greater and freer trade between the countries of the region, and even in one or two countries within the countries of the region. So I totally endorse the honourable Member's reference to the importance of infrastructure investment; but I think encouraging more sensible trading relationships between those countries is also absolutely crucial."@en1
