"The Danish Social Democrats in the European Parliament have today voted in favour of the joint motion for a resolution concerning the preparations for the European Council meeting in Helsinki on 10-11 December 1999, because we are generally in agreement with the motion’s recommendations concerning the important themes relating to employment, the environment, enlargement of the European Union etc. which are on the agenda.
This explanation of vote does not, however, alter the attitude we expressed earlier regarding the European Parliament’s discussion of the report from Messrs Dimitrakopoulos and Leinen concerning the preparations for the forthcoming Intergovernmental Conference. We remain of the view that Heads of State and Government should first and foremost be setting a realistic agenda which will make it possible to conclude the Intergovernmental Conference before the end of the year 2000 in such a way that the Treaties do not present obstacles to the forthcoming enlargement of the EU. We are also still of the view that the EU should not be expanded into a proper defence alliance. This ought to remain NATO’s role. The EU should, on the other hand, play an expanded role in connection with humanitarian tasks."@en1
