"I should like to ask my colleagues to give their approval in the light of what I said just now and also in the light of what Commissioner Kinnock said this morning on behalf of the Commission and of what we yesterday learned from the Finns, as holders of the Presidency of the Council, to the effect that there is not at present any room for manoeuvre in order to comply with our amendments. In order to give both of them the opportunity to consider matters, to acquire greater insight and then to join ourselves in ensuring greater efficiency, I would ask that the final vote be referred back to the Committee on Foreign Affairs."@en1
