"I can see that the matter is clear in so far as, if you ask something about the future, then nothing completely certain about what is going to happen can be said to you in reply. Obviously you can state that it is a possibility which may become real for us when the EU is developed further, but in that case different decisions have to be made before anything can happen. Where the present position is concerned, it can be stated quite clearly that there are more so-called peacekeeping exercises the European Union could become involved in. These should progressively be engaged in first. As this process goes forward, we do not know exactly what will happen.
