". I am delighted with the compromise resolution, which was approved unamended. I found it particularly satisfying, moreover, to see what we are calling the ‘Sakharov Initiative’ finally ratified, and thus approved by an overwhelming majority in Parliament, in paragraph 2. Under this initiative, it is proposed that we once again invite Oswaldo Payá, winner of the Sakharov Prize 2002, to Europe, and welcome him at the highest level. This is a joint initiative by the European Parliament, the Commission, the Council and the Member States. I am proud to have been responsible, together with other honourable Members, for launching this initiative in May. Little by little, it attracted growing support in Parliament, with 205 individual signatures by July, until its eventual adoption and ratification in plenary. I hope that the Council and the Commission will now follow it up properly. Along with many of my fellow Members, I really believe that the great symbolic significance of the support eventually mobilised by this ‘Sakharov Initiative’, combined with its ratification, may result in a marked, decisive improvement in the situation in Cuba. It may be just the catalyst for change that has been lacking."@en1
