lpv:spoken text	"Mr President, this legislation is supposedly intended to ensure that visa liberalisation is not abused. It is supposed to ease the concerns of Member States, those concerns being that visa-free access for Ukraine and Georgia will lead to another influx of migrants. This is quite reasonable, given that Ukraine and Georgia have a combined population of 45 million people, while the average income in Georgia is GBP 320 per month and the average income in Ukraine is GBP 160 per month. If visa-free access is agreed, many hundreds of thousands, or even perhaps millions of people, will come to Europe and very many – visa or no visa – will not leave. These measures are in fact a pathway for the EU to conclude visa-free agreements with those countries. While the UK is not bound by this legislation, the UKIP MEPs will oppose it."@en1
