lpv:spoken text	"This regulation (adopted in December 2016) aims at contributing to a more efficient functioning of the TEN-T by creating a framework which improves the performance of all ports and helps them to cope with changes in transport and logistics requirements. Financial transparency lies at heart of this initiative, supported by the ALDE group, in order to provide clarity and promote fair competition between European ports –as many Member States still provide subsidies to their own ports. Moreover, this agreement offers a clear framework for the port services market. In future, all port authorities have to apply the same non-discriminatory rules when choosing their service providers."@en1
