lpv:spoken text	"Mr President, although there are minor changes to the text, I deeply regret that this proposal has returned to this Chamber. Having been in contact with local ports recently – as recently as last week – I am in no doubt that this regulation would be bad for jobs and bad for Northern Ireland. Yet again, the EU wants to take what is good and successful about an industry and enforce a ‘one size fits all’ approach. Ports in Northern Ireland are already part of a private, thriving and independent UK sector. Belfast Harbour handles goods valued at 30 billion annually, with 700 companies based in the harbour estate, employing over 22 000 people. The new changes will create barriers through excessive regulation, oversight and administration. This proposal simply means more of the same, so I am thankful that the British people have voted to break free of this type of bureaucracy and would call upon UK ministers to respect their wishes and make opting out of the regulation a key priority in exit negotiations."@en1
