lpv:spoken text	"I voted in favour of these guidelines which set out clear protocols for avoiding conflicts of interests of Commissioners, not only before they take office, but also during their term of office. These proposals would strengthen the power of Parliament to prevent scandals such as those we have seen recently. Parliament also wanted the cooling-off period for all former Commissioners to be at least three years. I have always promised my constituents in Wales that I would work for greater transparency and accountability."@en1
