lpv:spoken text	"Today I voted in favour of this report which has been adopted in the Committee on Budgets by a broad majority. The main effect of Draft Amending Budget (DAB) No 4/2016 is a decrease in the level of payment appropriations by EUR 7.3 billion due to under implementation. This money will go back to Member States. DAB 4/2016 also includes among others a reinforcement by +EUR 240.1 million in commitment appropriations for security and citizenship (heading 3) and a frontloading of the staffing for the new European Border and Coast Guard Regulation."@en1
