"Madam President, the skills guarantee intends to target those people who are most in need of training and upskilling or who have a low proficiency in basic literacy and numeracy and digital skills, and there is a definite need for training and upskilling for those who, for whatever reason, have difficulty with literacy, numeracy or digital skills. The skills guarantee, when established, must seek to do that in a holistic manner so that not only do these people develop and hone new skills, but so that they also become critical, confident and independent individuals and achieve their full potential. It is also important that the skills guarantee involves civil society, education providers and trade unions in order for it to be successful, as these are the organisations that know how to reach out to the people who will benefit the most from upskilling pathways. But to conclude on a slightly less positive note, the skills guarantee comes under the new skills agenda, which is a Commission initiative that seeks to get European educational institutions to do the bidding of private interests, creating insecurity in the labour market while calling it ‘flexibility’, and compromising education systems with demands of private industry interests. It is imperative that the skills guarantee does not follow the trend of submissively adapting education and training to the labour market."@en1
