"Following serious depletion of four of Europe’s cod stocks to well below sustainable levels by the early 2000s, the EU imposed stringent rules on the industry through the first cod recovery plan in 2004 (revised in 2008; Regulation 1342/2008). The scientific evaluation report on the performance of the 2008 cod plan concluded the plan had not achieved its objectives. The aim of the proposal was to amend the existing Regulation of 2008 for a long-term plan for cod stocks. It suggested inter alia to: insert a certain flexibility into the rules on Total Allowable Catches; better harmonise the calculation of fishing effort; insert new and amended incentives into the system of fishing effort restrictions which aim at avoiding cod and reducing discards. I fully supported the aim of this proposal which was to amend the rules currently in force for cod stocks (a long-term plan, also known as the cod recovery plan, which has been in force since 2008). The agreed draft regulation discontinues the existing effort regime known as “days at sea” as it would have prevented the full application of the landing obligation (which is being phased in and will apply to all stocks by 2019) to the areas of the cod plan - thus granting more flexibility to fishermen."@en1
