"Mr President, the European Semester programme rolls on year after year, always failing to meet its objectives. Eurozone growth crawls along in the slow lane as usual, 0.3% in the three months to September, 1.6% year on year. The EU-wide figures are slightly better thanks mainly to the UK outperforming its continental partners, this in the face of warnings that a Brexit vote would plunge Britain into immediate recession. During this debate you will focus on many economic indices. I would like you to direct your attention to just one. I will call it the betrayal index because it tracks the lives blighted by youth unemployment. In Britain, with its own currency, the index stands at a bad enough 13%. In most European countries that surrendered their currencies it is far, far worse: 24% in France, 37% in Italy, 43% Spain and Greece. The ideology behind the euro has locked southern Europe into permanent economic stagnation. In these countries, whatever the time of year, it is always the winter semester."@en1
