"I abstained on the final vote in this report. There were several positive aspects of this report in terms of proposing to reduce youth unemployment, improve skills and ensure a strong focus on youth participation in decision-making when it comes to youth policy. The most substantial point in the report is that it ‘views the ‘open method of coordination’ as an appropriate but still insufficient as a means for framing youth policies that needs to be complemented by other measures’. In contrast, I support Member States retaining primary competence over youth policy. The main problems I had with the report related to the relationship between education and employment. For example, paragraphs 45 and 51 promote entrepreneurship as a substantial solution to youth unemployment, and a call for collaboration between business and universities in the development of skills needed by the labour market. Despite the positive aspects of the report I could not fully support it due to some of the false solutions it promotes, and its failure to acknowledge austerity policies and lack of investment as the primary cause of youth unemployment in Europe, so I abstained on the final vote."@en1
