"I supported this resolution for a number of reasons. In July 2013, the Commission presented a regulation based on article 86 TFEU on the establishment of a European Public Prosecutor’s Office or EPPO. The EPPO was proposed to fill the institutional gap that currently exists, as only national authorities can prosecute EU fraud but they cannot do this across national borders, which is a serious defect considering the internal market and the free movement of money. Also, considering that the EPPO is being adopted under the consent procedure, which means that the Parliament will have to say ‘yes’ or ‘no’ to the text that the Member States agree on, it is vital that a resolution is passed giving the institution’s position on it. Thankfully, the resolution highlights the need for the EPPO to be efficient and independent, and its scope and competences should be based on the directive on the fight against fraud to the Union’s financial interests by means of criminal law (PIF Directive). It is estimated by the European Commission that fraud against the EU’s financial interests costs around EUR 3 billion every year. The creation of the EPPO is essential to ensure that fraud against the EU’s financial interests is tackled equally in all Member States."@en1
