lpv:spoken text	"I, along with the majority of Parliament, supported this report, which is the last of six measures on the procedural rights roadmap, which was launched in 2009. The EU already has minimum rules for the right of access to a lawyer but this new directive on legal aid will mean that all citizens can use this right and not just those who can afford it. All EU Member States have national legal aid schemes but this directive will mean that EU citizens have the same minimum rights wherever they are in the EU. In addition, I was happy that there is now provisional legal aid for the initial stages of criminal proceedings and ordinary legal aid for all stages of the proceedings in line with the conditions laid down in the directive. The final outcome also includes the possibility to use a means and merits test to find out whether a person is eligible for legal aid either because they lack financial resources or because it is in the interest of justice for a particular case. This, I believe, is a fair and equitable process."@en1
