"Mr President, I am willing to support this vote, albeit very cautiously. The Paris Agreement will pursue emissions reductions through a ‘burden—sharing’ agreement between EU countries. However, the detail of this arrangement has yet to be finalised. There is surely a concern that some EU regions may have to take on a disproportionate burden in relation to these targets. In this sense, while we can debate and discuss and ultimately agree on these far-reaching international agreements, we must remember that the solutions affect ordinary people; farmers, consumers, households. I would therefore urge caution that, when ratifying this agreement, national authorities do not take these obligations lightly. In my own constituency, Northern Ireland, our most recent Programme for Government aims to reduce emissions by 35% on 1990 levels by 2025. The most recent report by the Cross-Department Working Group on Climate Change confirmed that we are there or thereabouts in meeting this goal. So when voting today we should remember the work that is already underway at local level – and remain conscious of the burdens and sacrifices that have to be made by our citizens in the interests of these goals."@en1
