"Madam President, our economic and political relations with the African, Caribbean and Pacific countries have never been more important, and this report sets out three key principles for our future relations with those countries beyond 2020 and the current Cotonou Agreement. Firstly, the sustainable development goals must be at the heart of our future partnership. Secondly, any post-Cotonou agreement must remain legally binding and enforceable. And thirdly, we must strengthen the involvement of civil society and improve monitoring structures. Our trade policy and economic partnership agreements (EPAs) are central to this strategy. These regional instruments should support the overall framework agreement. However, there is a real danger here. A new framework agreement will only come once Cotonou expires after 2020, and yet we are already voting on the content of those EPAs, now and in the coming months, and the agreements so far put before this House have been a long way away from the principles contained in this report. I therefore urge colleagues not only to support Norbert Neuser’s excellent report but also to follow through when considering the ratification of future EPAs."@en1
