As noted by the rapporteur, one of the exigencies of the current migrant crisis is to establish an effective means of returning those who do not qualify for international protection within the EU to their relevant third countries. A standard European travel document for return will ensure a wider acceptance of returnees by third countries, as well as facilitating understanding of the real recognition rate. The current challenges to readmission decreased the capacity and resources of Member States at a time when a reduction in their administrative burden is essential. It is my belief, therefore, in accordance with this report, that the uniform document, with enhanced technical and security features, would be an effective means of increasing the mutual recognition of asylum decisions across the EU.
