"The issue in relation to Apple and tax: it has paid fully its tax in Ireland. I think you are misinformed about that. The question is the tax liability it may owe to other Member States of the European Union. That is why the ruling has been made. As you rightly say, I asked the question: how are we supposed to be the international tax collector in a circumstance where this money may well be owed to other Member States? This money does not belong to Ireland, this money belongs to other Member States where profits have been made. That is why, from a legal perspective, irrespective of emotional arguments, we need to get clarity on that, to be absolutely certain where this money was made, who it belongs to, because in relation to Apple in Ireland, their taxes are fully paid to Ireland."@en1
