"This report tried to remedy an issue that has been ongoing since the Swiss ‘Against Mass Immigration’ referendum in 2014 and the introduction of a new Article, 121a, into its constitution, which states that Switzerland regulates immigration, that residence permit restrictions and quotas may be introduced based on Switzerland’s overall economic interests, and that businesses are obliged to give Swiss nationals priority when hiring staff. According to the EU, Article 121a is not compatible with the Agreement on the Free Movement of Persons. This means that a solution needs to be found. The protocol agreed provides for a seven—year transition period in which Switzerland and Croatia can maintain limits on the emigration of their citizens to each other’s countries. The quotas are progressive so that Switzerland may gradually open its borders year by year to Croatian workers. I voted in favour of the report from a technical point of view in order to ensure Croatia will be included in the bilateral agreement between the EU and Switzerland."@en1
