lpv:spoken text	"This own—initiative report aims to address existing failures in the use of the EU’s ‘Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa’ made up of EU financing and contributions from Member States. It highlights the fact that only 4.5% of the pledged funds have actually been received. But while it states it aims to promote legal migration and asylum, as well as addressing causes of displacement such as the arms trade, the Trust Fund is being used as another instrument to re-allocate and use development funds for control and management of migration flows without any development benefit. The report reinforces this as well as the general ‘Fortress Europe’ set-up. Due to these negative elements in the report I could not vote in favour of the overall report but abstained."@en1
